For hours last Wednesday Gov. Martin O'Malley didn't tell residents the price of the state budget he had just released.

Amazingly, he also tried to deny that the budget had gone up from the previous year, saying he had cut $7.5 billion from state government during his administration. "You can parse the numbers all you like, you won't find an administration that has contained spending like mine," Mr. O'Malley said at his news conference on the subject.

(Editor's Note: Sen. Ben Cardin proposed that newspapers be granted non-profit status if they sweared off endorsing candidates, in a bill he put in the hopper in the U. S. Senate. First, the newspapers didn't need to worry about being "non-profit" most of them have become that way without any inducement from the federal government. Maryland Claims Top Schools for Fourth Year in National Survey

  WASHINGTON - Maryland schools were named first in the nation for the fourth consecutive year in a national survey, a feat Gov. Martin O'Malley credited to the state's investment in education.

 O'Malley delivered the keynote speech at the release of Education Week's "Quality Counts" report. He repeated some of a 10-part proposal he made to voters during his first campaign for governor in 2006.
